Paying for complete server setup and development!!!

Essentially i am willing to pay someone to fully set up a WOD Server, and then continue paying them for ongoing development (Doesn't have to happen if not interested, can have multiple people if you only want to either set up the server or develop after its set up etc. I am willing to pay for a dedicated server to get this project off the ground. Nothing has been started yet and will need to be started from the ground up.. I am seeing this through to this end and have a budget to pay for advertising for the server ETC, this will be big. I am looking for this to one day be the largest or one of the largest current expansion servers on the market.
