my current plan is :
300$ per month server rental in russia.
cmangos TBC and wotlk 2 realms each using script dev 2 and TBCDB and UDB.
FusionCMS website template with some theme mods and modules with some mods.
advertising on xtremetop100 openwow and gtop100 with gold membership.
telling all my friends to tell all their friends to get some players.
putting some ads on google for some keywords on low budget.
some of my loyal frinds friends to be gms.
updating server binaries and databases each month or whenever needed.
will be 3 months to determine if the server is going to success or fail.
will cover server costs by donations and item shop teleporter/
if succesful will start to develope the core by code and db fixes.
Is that a good plan ???

For $1200 you can hold more players than any core without major modifications could possibly support unless you are running multiple realms.
There is no way in hell you will be able to get that many players if you don't even have a real concept yet.
What is going to make your TBC server unique?
Blizzlike, funserver, anything out of the ordinary? Special PvP system?
Have you played TBC on retail, can you modify the core or are you dependant on a core that is being actively developed? If this is the case, you bring nothing to the table to attract players.
You at least need to be familiar with EventAI/SmartAI (depending on your core) to write really minor scripts if your server isn't PvP based.
If it's PvP based, what does it bring to the table that NextGen-WoW and/or Smolderforge don't have?
If it's blizzlike, what do you bring to the table that HellGround and/or Feenix don't have? Professionalism in terms of PvE? Corecraft will be doing this.
Not to be disrespectful, but if you have to ask for help on a public forum, maybe you should slow that whole thing down a notch - for your money's sake too.
And AfterDawn: I still disagree. Trinity may not have had all that many quests perfectly working or their dungeons scripted properly, but they sure as hell had the VAST majority of class mechanics fixed before they abandoned development of their TBC core. I can't remember any major bugs that couldn't be solved via some hacky fix, most of which were already on the forums somewhere and could possibly be found in the archive still. Maybe 95% is a little high, but 90% sounds about right. In terms of class mechanics Trinity was WAY ahead of their time.
The worst thing I can think of are things like totems not ticking instantly when dropped or not being able to cast into cyclone if it's a healing spell.

@Bone, CMangos is still the way to go if you are to run a 2.4.3 server at this time, Im not tracking their progress on Wotlk or Cataclysm, no comment on those. But I choose Mangos over Trinity two years ago when I were working on a highrate server with a bunch of friends. We tested them both and trinity had much slower commits/updates and Mangos was actually ahead. Later on I switched to CMangos when mangos-tbc died.

Get a decent server, look at the connection and internet speed etc, then get the cheapest hardware and test with your friends. If you need more players upgrade the hardware. And ask yourself this question: Why is my server better than theirs, or why is it worse.
we agreed on tbc but what about wotlk?
I need to use one logon server for the other world servers to connect to.
I cant use both cmangos and trinity at the same time!

You shouldn't be running a WoW server. You don't have the necessary skills nor do you have a way to get players. The only thing you seem to have is money you are willing to waste.
You could pair up with someone who knows what they're doing, but then you wouldn't know if they are lying or exploiting you, or even whether they can do anything beyond the basics.
i dont know enough programming but i can manage to run a server.when needed i can hire some programmers, gms and moderators.
