Making a lower tier of mounts

Would it be possible to make a lower tier of mounts, say at level 10 you get a 30% mount? thanks

I higly doubt they will. They game is way to easy/fast paced as it is.

Im not talking about Blizz implementing it, i mean for me to implement it into my server

Yes. There are several solutions.

A) Hack-fix it so that when the server sees you with a certain aura, it mounts you (if you don't replace a existing mount) and sets your speed until you lose that aura. This would require a fair bit of coding.
B) Edit the spell.dbc server side. This should work in theory, but players will not see the changes, it will still say 100% even if you are moving at 30%.
C) Edit the spell.dbc for both server side and for players. Players will see changes in spell text etc.
