How To Modify Player And Mobs Damage At Low Level

Hello

I got a Private Server ArcEmu Repack (Kodack X BlizzRepack)

When the mobs is one level under my character i hit normally.
But when the mobs is in a higher level then my character i hit the mob extremely bad.

Its a easy solution by scripting the mobs with notepad++. Or a Modify in World, Realm, Logon.conf?
Or what should i have to do?.

You are going to have to be more specific, how many levels higher are we talking?
