Characters skill resets?

Twice now I have had a potentially serverwide (its at least affecting most people) complete reset of character skills, once you log in it UNLEARNS all of your spells/skills and then re-learns your class starting skills. I lost mounts/pets as well. I did not lose level.

it doesn't delete the talents you have chosen, but it does give you more talents. At 60 I have 51 talents spent, but then it gives me another 51 talents.

Does anyone know what might be causing this? at first I thought it might be that I had given myself certain buff spells players do not normally get so that I could buff noobs in passing, but it happens to 100% regular characters without any such custom spell additions as well.

Any advice would be appreciated.
