Making an instant 85 welcomer NPC/Quest?

Hello im trying to make an instant level 85 NPC welcomer but have no experience with this.
This would be at the spawns but i dont know what the coordinates are either.

Im using Trinity core

It would just be a normal instant level 85 welcomer npc that makes the player instant level 85 via a simple quest.

Simply add it to the quest_template table and make the reward experience several million.
