Custom/Edit spell's possible?

hey guys im woundering if its possible to edit or create a spell for wow im trying to make it so Dk's spells are lowered in damage for my twink server im making so dk's can also play a roll in it but its at lvl 19.... so is there a way that i can edit the spells so i can lower the damage they do to some one?

Possible, yes. It's pretty difficult to add a new spell or create one.

However, you are looking to "lower the damage of spells". This, in fact, is easy to do. Check the damage modifiers in Spell.cpp or SpellHandler.cpp (or where hackfixes are stored). Check to see how the spell is applied (if it even is) and just alter it so it does less damage or create a new entry. You can, also, change the Spell DBCs server side to do the same thing.

It's not difficult at all, the problem is most people just don't know how to do it.
