Is it possible to make an area considered to be "outside" ?

As the titles says, I am wondering if I can make an area that is inside, such as the Ebon Hold, into an area that players can mount and change forms in. One of my malls is set in the Heart of Acherus, and I think it would be a bit more convenient for them to be able to mount anywhere in the mall instead of having to run outside.

I know how to do it through c++, but i do not know if there is a quick fix for it. doubtful.

There might be a way, look through some of the post's on here and see if there's any other ppl with the same problem or else the best way to do it is with c++

How long would the script be? I'm not fluent in C++ at all.
