[Server] Permanent Ban

I am the co-owner of a rather successful GM server. We were doing really well up until the point where people began using gm commands to mass spawn even when we removed the game object command and the npc command. We really want to avoid being too restrictive, but we've had so many issues with people mass spawning. Recently, we've had an individual who has been making accounts over and over and over again. Unfortunately, he keeps spamming our system. He continues to change his ip address so that we can no longer ban him for longer than a period of a few minutes. Is there a way that I can permanently ban him? Are there any methods to prevent him from making another account. Another question I have is in regards to setting a limit on command usage, so as to prevent using a spell too many times in an amount of time, or even to prevent the learning of a certain spell all together. If someone could please be of service, I'd be happy to reward reputation for any help that could help our server end this crisis. Thank you, mmowned.

Depends how he is changing his IP. If he's just unplugging his modem & plugging it back in, you'd have to ban the entire IP range of his ISP, which means a ban for anyone else using the same ISP... Anything else, it's not even worth it. I had a similar problem. I banned all the accounts he made & closed registration for a week. Re-opened regs a week later & never had to deal with that BS again. They usually give up fairly quickly if they can't get back in for a day or two...

spell_disable table in your world DB, you can also redirect spells with it too...
i.e. they want to learn spell 5, if replace spell 5 with spell 7, they try to learn spell 5 & they get spell 7 instead...
