    Problem

It can be, but does it crash after or before you create a character? could be wrong "DBC" files character wise (depending if its only specific characters your trying to create)

Start Menu- go to Run: type this in where it says open
    C:\WINDOWS\system32\drivers\etc

    (hosts file) open with (notepad!)

Normally has the hosts file which you have to add for example:

    127.0.0.1/24 localhost
    127.0.0.1 localhost

    either or doesn't matter.

but i don't see why you would add 192.0.0.0/24

but that might not be the answer to your exact question.

Also post your configs just in case.

You dont need to change the allowed IP's. That stays as it is no matter what.

The crash shouldn't be caused by Allowed IP's.

ModIP isn't to mod the DB. That is set up by your MySQL, to allow remote access, you have to allow it when you install and create them a account.
