1) Not sure. If you're lucky, then maybe. (I asume it's made for ascent deratives?)
2) No, it's a c++ script, meaning it's hard coded into the emulator. You'll need to compile it.
I might be wrong though, but in this scenario I'm pretty sure I aint.

If your not 100% sure on what to do with it, follow some guides that can be found maybe on the 2/3 page off the guides, they dont get bumped much so its quite hard to find them.
Scripts for mangos are done via scriptdev2 or ACID (event driven database scripting) so if its a simple script you can do it without c++...
