Help Making Server Public the Right Way :)

Ok here it is

is it possible to make the configuration of the logon and world config on 127.0.0.1

and create the host file into something like this:

127.0.0.1       localhost
127.0.0.1       212.xxx.xxx.xxx

because at this moment the server is stuck in connecting from external IPs and also get this error on websites

Error: Unable to connect to MySQL server. MySQL reported: Can't connect to MySQL server on 'localhost' (10055).

There is no Router too

Firewall exceptions:

8129
8093
3724

On both TCP and UDP.

and another question...

What can I do to make the server FTP? so I can import and export website files.

I am also not allowed to connect to the database with navicat getting this problem:

Error: Unable to connect to MySQL server. MySQL reported: Host 'dsl-240-130-87.telkomadsl.co.za' is not allowed to connect to this MySQL server.

I know this can also be because port 80 is firewalled but is it save to open it?

The issue here is that I live in South Africa and the Server is in Belgium. I only have desktop access to it from 3PM to 12PM but I want to work on the server in other times aswell.
