Making DKs able to play

Like how do I make it to where you still have wotlk but cannot make DKs. I guess I could make all the accounts not wotlk enabled but just wondering if there is another way..

PS is there a way to make a road without model editing ( like for a city )

You could (hypothetically) set the level requirement for Death Knights to a higher level than your level cap, I suggest only one or so.
