DBCEditor for 3.1.3?

Good time of the day!

My question is simple.
Is there any DBCEditor or DBC-CSV/CSV-DBC converter for new 3.1.3 dbc files. I Searched through internet without any luck. And my favorite DBCUtils don't work with this new dbcs.

I really appriciate any help and I'll give my thanks and rep to anyone who will advise me the working dbc tool.

Don't like to bump but I really need dbceditor.

Maybe I'm wrong but there are a lot of editings and mods on this site and I presume some of them need dbc editing. So maybe someone could share a dbceditor for 3.1.3 version.

Also my searching through internet are without luck so that's why I had to bump

Well, the only tool i know for editing a DB is HeidiSQL, Most likely this isent the program you we're searching for, but i thought i could TRY to help atleast : )

I'm not talking about db sql files editing but about dbc files editing. So that's definitely not the program I'm looking for But well thanks for answer.

Maybe asking the last time if there any dbceditor for 3.1.3 dbcs. With no answers I presume there isn't any.

There not widely spread since you break the law badly as soon as you start editing/touching the DBC's.
