Have you enabled DHCP on this router? and if yes are you sure you are routing to the correct workstation?

To see your internal IP, go to CMD and type ipconfig /all and look if the IP adres corresponds with the workstation you are routing to

To be 100% sure if the port is opened or not, you can use this website to scan a specific port

If its indeed open after all, are you sure you dont have a firewall enabled that might be blocking?

    Keep in mind:

A port can be forwarded, but still not opened.

I had this happen to myself. I forwarded my ports through the router correctly and after port scanning through various websites they appear cloaked. The only way to have a port open, after forwarding it, is to have a program use that particular port.

So let's say you're running a website server that uses port 80, and you forwarded port 80 correctly through your router. You'll have to run the actual web server to get it to open up and appear as functional. Don't just give up because you find them cloaked/closed. Run the application and see if it opens up afterwards.

Another thing to watch out for is to use the CORRECT local ip address.

Using ipconfig in the CMD should provide you with your 192.168.x.x IP Address. That's what you'll need to use to forward your ports towards.

If you still have errors, reply below, possibly with screenshots of both your CMD ipconfig command (crop it to show just your local ip assigned by your router) and the router config to forward ports.
