Make sure that the number after "Collision=" is "0" (disabled) ... A similar error is common, so do I have it : when enable collision even with vmaps properly configured, NPCs don't move neither attack, because collision is in some cases bugged for ArcEmu. Until they fix it, your best option is to disable it.
