How do I implement a db

Ok, so I've always used repacks with the db preinstalled to mysql. I would like to learn how to take an sql file of a database and implement it.
I've read over 300 pages today trying to find some post including how to do it, but other than people asking for the actual sql file so they could use it, I found nothing.

I'm really interested in learning this and hope someone takes pity on this noob

If your using navicat, save the sql file itself somewhere on your computer,
then open navicat, right click the database and ''execute batch file",
select the file then execute.

If using sqlyog open the sql file, ctrl+a then ctrl+c (select all, copy)
then paste it at the top right of sqlyoj interface, ctrl+a again then ctrl+f9(select all, execute selected file)
