Short Answer - No

Actually that's not true. It is possible. The issue is you may require to meddle around with the core or database depending into what depth you're trying to go to make a new spell. The limitations are, since changing the client is illegal, that you can not build a new way the spell look. Although that's not a problem, WoW is full of cool looking spells that cater for all sorts of new spells you may want to whip out. Searching various spell animations will help. I haven't bothered building new spells, yet, but I know new ones can be built. I've seen custom spells that came with the core and I had no edits to my client so...
short answer -- give up on it
long answer -- keep at it will require you messing around a bit with the core and database, make sure you know what you're doing, and you'll see spells change names, spells change animations, and eventually new spells pop up with what you want.
It is possible. You can create custom ones via MPQ, or you can just use C++ to alter what a spell's effects/dmg. Don't ask me how, because I don't know :P
For a REAL custom spell, with own icon, visual, description, etc. you have to have a client-side edit.
You can script custom auras, spell effects, and dummys in the core though, which are quite easy. You can change the damage, add buffs, chance proc, etc.
