Specs needed:

You need to really look at how many players is your server expecting to get when you go dedicated. The question comes in place, which kind of connection will you need?

There are different connection specs (100 Mbit / 1000 Mbit)
Shared, not shared. Then you have to look at your dedicated machine specs.

As far as installing WoW on dedi? I am not sure what you mean by that, but you do not need to have WoW installed on your dedicated machine in order to run a server. You can extract your DBC and MAPs files on your local machine and simply upload them using FTP client.

Once you purchase a dedicated server solution you will be provided with an admin password and user so you can use Remote Desktop Connection or VPN (Virtual Private Network) to manage your server.

After that, jsut conenct to your server download SVN client, check out your files, build your core and BOom!
