Can't get website public :\

As the title says. I can't get the website public, I'm using Xampp, i checked every config. All says "localhost" "root" "root" "DB". I'm not using router, and i have external ip, all can connect to my server, but can't connect to Website. 'm too have installed Wampp. Mabye thats for that i have 2 programs, Xampp and Wampp? And when i trying to run Wampp, It says taht the port 80 Is not free.. How do i found what program using port 80 ?
