Factions - do they ever work?

Ok, so let's say I want to change my faction to 21 (Undead, Scourge) and then I spawn a ghoul of the same faction, they still attack me? Why is this? I've restarted the server with 21 set as my faction and whenever I spawn them they still attack me.

This happens with almost every faction (hostile.) Is there a fix?
