9138 vs 9183?

I've noticed that these two builds with similar names will screw up your private server. Does anyone know how to work around this, or where one might find a 9138 patch for manual install? My server's up and running, but the client totally ignores the realm list file I had to create (since Blizzard obviously took it out to prevent private servers). There is a WTF folder, and it has a file in there I can edit, but it's immediately overwritten when I fire up the game. Thanks!
