    I'm using Server(UDB rev359 + Core rev6519b).7z
    (MaNGOS ServeR For WoW-TBC v2.4.3 By KAPATEJIb rev6519b+UDB FULL+Rev59Updatepack Mangos rev6439) from mangos russian forum...

    Try executing the patch into Navicat.
    Simply click " Execute batch file" browse to the patch, and execute it!

    does it realy works for repacks? in mangos says' that can't apply any patch for repacks :/

    No you can't. You can only apply source to the source code, and if its a repack that source code has been compiled.
