none of the NPCs are spawned in the battle front how do I get them to spawn

There are so many different DB formats out there, that it would be impossible to get this to work for 100% of people pretty much.. So your problem bluman505 is a incompatable DB =p (aka a different layout in creature_spawns)

I have a question I am using Aspire core and the npcs and everything spawn but the 3 quest npcs do not have any quests I was wondering why this is?

edit: I have already tried changing the flags so unless I have the wrong flags 3. but I cannot even find the quest in the original download file?
