I think he's trying to say that it's supposed to let you control a kodo, but can be used on other NPCs and players.

Buffs yourself and your target with just a "kodo" buff.
Nothing happens.

On neverendless, it works slightly as intended. It shows you controlling the NPC on your screen, but other players just see you moving around at ridiculous speeds (dunno why). But yeah, it isn't a fake.
