I've Noticed a lot of Server has set <Rates AccountRefresh = "#"
To 5-10 minutes. Is there really any advantage to doing so?

I personally set this to 15 Seconds cause I figure who wants to wait 10 Minutes for their account to activate.

Is this setting detrimental to Bandwith/Memory?

As I said before the revert, on big servers with alot of accounts, low refresh time lags everyone.
