Well actually just by looking at the values, there is only 3 charges :P
Also, i recommend changing it to -3 or -5, so the item is destroyed after the final use.

I have this as a donator-only item for my server, they love it.
300% speed flying mount + 200% speed increase = 500% ZOMG ZUPER ZPEED.

I did this for my event.. as in i created it myself and it's really easy to create this..

Basically you create an item and put this spell on it: Mount Speed+ DND - Spells - World of Warcraft

and boom you're done.
