If I put my server up, delete some npc's/add them, or add/delete gameobjects, and then send it to someone, does he/she who i sent it to see that i deleted gameobjects/added them, or npcs?

Well, i make repack, i try it, delete some npc's, then upload it somewhere, someone (You?) downloads it, and logs in. Do they see that i deleted NPC's?
Well, what you do is to delete a spawn from the database.. And, if the other person uses the same database, which you do with a repack, then yes. The person will see the change.

So if i do .go delete in-game it deletes that spawn from database?

Well, just for a bit more major explenation.
The database is very everything which is storeable is.
Items, NPCs, objects, spells, and so on. Ascent.exe only reads this, and tells the client about it. You can spell "orgy" with fire objects, give the DB to a friend, and he will see it to. However, if you had spawned the objects, and given the ascent folder, he would NOT get the orgy.
Meh, dunno if that only made it more confusing...
