    If you want my opinion...

Yes, I'm currently hosting a server with a mere 54.0 Mbps and it's not very laggy, it is hamachi hosted due to complications with my Linksys router

    So my suggestion:

Go ahead and host one, use hamachi since you'll want a low population anyways ..supporting more than 50 people at once on that kind of connection will lag

Any other questions feel free to ask me

OC3-128 FTW! or Faster. No I do not have that connection at home. Its the connection of the datacenter that my server is in.

Greatdrak, only 50 people on a 54mb line?

Holy crap.. What emulator do you use? Wowemu?
A 54mb line should be able to host 80-85 people, unless most people are a great distance away from your server, or you have allot of gameobjects and players in the same place. Turn up the compression thing in Ascent, and you should be fine. (My number might be a bit high, but its not that far away from the truth)
FOR A MOMENT, NOTHING HAPPENED. THEN, AFTER A SECOND OR SO, NOTHING CONTINUED TO HAPPEN.

Well I have people from everywhere, everyone speaks English but I've had people from Spain, Australia, Japan, you name it haha...but yeah more than 50 people is when it begins to lag...not necessarily bad lag but it's there
