Making a Website?

I'm a bit new to this method of making your server public... From what I've gathered, you basically run a site and people make an account on it to connect to you directly. I'd like to know how to make one of these websites and if there are any fees to do such. I saw a guide for it a while ago and cannot find it now, so I figured I'd ask here.

- To change Logo go to PSD folder and edit logo with PhotoShop then put it in themes->awebcmsdark->images->logo other place main folder -> images -> banners
