Feenix Warsong 12x is the most populated Server as far I know. Since the update a few weeks ago it's laggy as **** and the server crashes multiple times, though.
But since all the other vanilla server have so few people, I think Feenis Warsong is your best choice (unless you're french, then you should go to Nostalgeek - Serveur privé 1.12 WOW Vanilla Pre-BC

Definitely Emerald Dream! We still don't have all raids released (because they are using the gradual content release system)
We have:
Molten Core
Blackwing Lair
All 5 mans
All BG's&warmasters etc
Azuergos+Kazzak
And Zul'gurub was released a few days ago, altho some bosses are buggy but they will be fixed soon
