Looking for a server with the most working pve, and mature english speaking players.

I'm looking for a server has active pve. I don't need a big population just enough mature players that speak fluent English, and an organized guild that can make progress. Most important is the amount of working instances and least amount of bugs/exploits. I don’t want increased rates if it leads to immature players and less staying power.

The rest isn't necessary but is just preferred. Patch 3.3.5. Increased drop rates on epics. No donation gear, and definitely none that ruin the game for others.

My friend and I have been looking through forums for a good server for a few weeks now. I’m ignoring the top 100 sites because they seem to be mostly advertisement, and not a way to judge quality. I came here for your more recent and experienced suggestions. From what I have read gamer-district, truwow, and Gaming Consortium seem to have the most working. I'm open to trying one that I haven't listed above. Thank you very much for your feedback and advice.
