First of all the FBI doesn't care about inforcing the DMCA, it would be ICANN or IC3. Second, I'm not sure how the DMCA relates to a website making fun of another thing. Third, the website did nothing wrong, our first amendment right gives us free speech and freedom of the press. And I highly doubt any government organization is moderately interested in prosecuting a website that makes fun of software that allows 40 year old virgins to become bigger 40 year old virgins (just a joke, take it as one :P)

Plus arcemu.com is owned by Hasbro (I think), or the haters of arcemu. (The guys who worked on Ascent) The website has always had somthing new like, Fourms with threads all contaning bad website links, another one with a big text saying USE ASPIRE, and last the FBI one.

The website is owned by aceindy (who works for AspireCore). He has hated hasbro since the OpenAscent incident, and if you've been following that websites movement, it shows clearly it's his. It usually has a rip of the arcemu.org site, exept with information making fun of the emu or its logo/motto. Notice the picture:
