Best internet in California?

Hey, i have been looking for ANY internet with over 5mbps of uploading speed in california, unfortunatley, ive looked everywhere and only found 768kbps as the highest. please if anyone can help, i am in california los angeles and i see people with like 50 mbps f upload on speedtest and stuff. am i searching for the wrong internet?

i live up in the bay area, comcast seems the best out here, i have pretty good D/L and U/L speeds

Comcast business internet (Sacramento, Ca) around $79 a month advertises like 38mbs/20mbs

I think I've realistically seen

5000k on downloads and about 2000k on actual real world ftp uploads tracking myself.
