connect to that same navicat?

Yes. Make sure you have the MYSQL port open and firewall ports open. Then make him an acount that is limited or how ever you want it and give him your external IP / his user name and password you created him.

hmm ok sorry for being a noob just trying to get experienced so i wont be a leecher anymore
but
im using navicat, and im fairly experience with it, i went to manage users, add user(added him)
and then gave him the info
and everything
and when he tries to connect it says "1130 - Host 'YOUR-588B4A' is not allowed to connect to this MySQL server"

Have you installed MySQL yourself? Don't forget to check the "remote access" on it.

And when you write the IP in the manage user, you should write the hamachi IP of your friend (just now beacuse you using hamachi)

When you configurate the MySQL, before you write in the password or something like that you check a box called "Remote Acces"
