What is the gm command to give a hunter a pet.

Well there is a gm command to give the gm a minion of his or her own, but none to give one directly to a hunter.

You can, however, teach a hunter the skill to tame a beast, called rather plainly, Tame Beast. Just go to WoWHead and search Tame Beast [it will be under "Abilities"], then take the numbers after "spell=" in the url. Go into WoW as a GM and use the command ".learn x" to the hunter, where "x" is the number you got from the url. The hunter now has the ability to tame his own pet.

And unfortunately there is no command to level a pet. But I believe this is something that can be edited in the configs, correct me if I'm wrong.

you can't level a pet directy after you have tamed it as i know. but you can target the pet you want to tame, get his npc informations, change his lvl to the disered one and tame it.
