How to make an NPC walk around and talk

Ok, I was wondering if anyone knew how to make an NPC walk around and Yell "Vote for (server name) to grow our population larger!" ? It would help me greatly!

On mangos server there are waypoint commands and yell commands so you cann add waypoints to any NPC and let him say anything you want on each waypoint...+

On ascent i think there are similar things

For the outyell. Some lua that has a timer to yell it in xxxx miliseconds.

Then type:

.waypoint add 1
