npcs fall to the bottom of the sea

I try to spawn some mobs out in the great sea for a quest and they fall all the way to the bottom. Is there any way to stop that from happening?

Im not sure how to stop it, but where-ever you spawn them, they are still there, they just LOOK like they are at the botton, the same happens to flying Creatures.
