[Help] sometimes cant connect 2 DB.... plz help

Hello, Sometimes my server crashes and it can no longer connect to the database, it says '2003 - Can't connect to server on <'IP'> (10060)'....

I have to wait like a hour and then its working again... anyone know whats going on?

I have all ports open, and firewall is disabled....

That happens to me sometimes. The one thing that causes this is for me is Norton anti-virus. I just restart my comp try to connect to mysql a few times and wait for norton to ask for permission for the mysql to connect and just allow it and there you go.
this is a suggestion im not 100% this will fix ur problem
