2.4.x recipe bug

I've been toying with my private server for the last week, trying different repacks and compiling my own. What I'm looking for basically is to run a 2.4.x server without quest bugs or tradeskill recipe bugs. If that exists, directions towards such a repack would be awesome.

I was able to fix the quest bug but I was helpless against the recipe bug, recipes always appear with no description besides their name and can't be learned. If it has to be fixed manually clear instructions as to how to do so with what repack would also be very much appreciated.
