need help with 2 things

I have been wondering how to make instant 70 at log in
and i want to know the race ids so i can teleport a human (etc.) to a mall
will +Rep if you help me with 1 thing
if you help with 2 you will get +Rep x2

Just get an npc with a quest to do this.. or a monster at starting area that give 999999 xp.. because this will make you be level 70 with 0 talent points.

Night Elf=4
Undead=5
Tauren=6
Gnome=7
Troll=8
Blood Elf=10
Draenei= 11

Either Make the XP rates really High Or have an NPC give Instant 70.
NPC would look better, maybe have a quest too for Money, And some starting Gear.
