if i was going to guess, and I don't know for sure, what you'd want is more like:
{ "78674", "player.spell(78674).charges >= 2" },
Try that.
Basically, most of the conditions require a "unit" (player/target/focus etc) before the condition. If it's for you, like a cooldown or a buff or whatever, you use player.
Then, when you are looking for the spell of buff, you put the id right after "spell" or "buff", and then add what you're looking for (cooldown/duration etc).
