First of all I'd like to say that I didn't make this program, I'm just sharing it.
This program only works with Windows XP, it won't work on any other operating system.
GameXP is a program that lets WoW (or any other game) run faster by temporarily optimizing/deactivating various Windows settings and allowing wow to run in high priority.

I scanned the file I downloaded but got some flags:
As far as I know those files are simply parts of the program, but are seen as threats by the scanner. Probably because this program changes certain windows settings. But still, download at own risk.
GUIDE:
1. Download and unpack GameXP
2. Run the program. GameXP will ask you if you want to save your current Windows settings. Click "Yes" and let GameXP save your windows settings (You can also save your Settings by using the "Save State" button). Later you will be able to use this file to restore your old settings. Make sure that the System Information shown in GameXP matches your system. If not, this program wont have any effect.
3. GameXP has a function that allows you to run any game or program in "High Priority", but it's not activated by default. So click "Options" and turn it on.
4. Make sure that "Modify Some Default Windows Services to Increase Speed" is checked and click "Warp Speed". GameXP will now optimize your Windows Settings for gaming, this might take a while.
5. When GameXP is done it will ask you if you want to restart your PC, click "Yes". (You need to reboot to let the changes take effect.)
6. After you restarted your PC you are ready to run wow, but it has to be run in High Priority. So go to your wow folder and right click "Wow.exe" (not the launcher.exe, because you want to run wow in high priority, not the launcher.) and select "Start high priority" like this:

8. To restore your Windows Settings, run GameXP, click "Restore state", load the file you saved earlier and restart your pc.
And finally, I noticed an increase in fps and had less lag when I used GameXP. It should definitely work when you're running WoW on a computer that doesn't meet the system requirements, or when you have a low fps/lag when you run wow. But if you already have a high fps you might want to remove your fps cap, wich is explained in this thread by BlackBook.
