just tried it, its the same CD time just without the GCD gui displaying.
It's not supposed to alter the cooldown of your spells. It alters the GLOBAL COOLDOWN. Big difference. But whatever, no skin off my nose if you don't want to use it. It's not going to be a gamebreaking improvement, but for me, it is noticeable and measureable, and as a min/max player, I will always use it.
It affects all player-casted spells, magical and physical alike.

actually this DOES work... a bit harder to notice on my prot warrior but still noticeable reduction of GCD - an increase in TPS / DPS for sure since prot warriors are GCD capped
and should anyone have any doubts whether this works - check attached screenshot... a level 70 lock... 0 haste... 6x life tap - with a GCD of 1.5 s this should have taken 9 seconds... with this applied it's down to 6 seconds...
I guess the only issue now is whether Blizz treats this as bannable offense... since it is obvious it is easily detectable by simple combat log scanning...
as far as I know wow client has a built in "procwatch", and this might be a "permban without a warning" offense ;-P
one could always phone blizz afterwards and tell them they might have once or twice played on a different client, installed on a different computer which they had no knowledge of being hacked... that might work I guess...
