Yeah, the site has been acting wonky lately. The program is called Playxpert, which you should be able to find on google pretty easily.

And no, Blizzard won't have any problem with this. It doesn't even interact with WoW, basically all it does is add itself to the frame buffer so it appears that there's a window on top of the game (at least, that's how I think it works). I'm probably going to try and develop some widgets for it once it gets working in x64 Vista.
