This is pretty much one of the best changes I've seen so far. Of course, it needs to be implemented correctly, but I'm not one for pointless speculation.
I don't believe discouraging "creative" specs is bad. I think it's a good thing. Players need to get to know somehow that what works in the end-game are solid specs and not hybrids. I've seen a lot of people who spread their points across every tree - they've been there since vanilla. I'd be a hypocrite if I don't say I facepalm every single time I see these people.
As for the pure fun factor, I look forward getting a significant ability at level 10 and not having to spend 5 talent points in fillers.

I agree that it is a welcome change, even though I will miss leveling with a hybrid spec.
While I agree with fun factor it adds, I'm a bit disappointed about not being able to do hybrid builds anymore. This will force you to play in one direction insted of picking up some talents you find awesome in the lower tiers :/
Wow. I remember when I used to level all my alts, level 59 would always be the longest level, right before 60 and you get your bread and butter attack at the end of your talent tree. Leveling was so bland before then. Now, I can't wait to start leveling alts... end-tree abilities at level 10? This is going to make leveling a LOT easier, and a LOT more fun. Now, I played a shockadin in pvp as my main, so this is going to hurt a bit... but I guess I'll just have to go ret.
If it does get pushed back, what does Blizzard do with content?
Open up other chambers in wyrmrest?
Undead Malygos (but a setback)?
Bolvar goes mad?
Vrykul raid zone?
Retune Sunwell?
