How to break the limit of "CanSendAuctionQuery"?

i am learning about "AH sniper" with TSM4 recently, and i find after a "sniper scan",TSM will delay for about 4-6s to start next scan. After reading code of TSM,i find the delay is caused by Blizzard API "CanSendAuctionQuery".Every Auction query will be made only when "CanSendAuctionQuery" return True.so i must wait for "CanSendAuctionQuery" return True(about 4s after making a query) to make next query. But as i know, some AH SNIPER BOT make query much faster than 1 query per 4 sencods,so i wondering,"CanSendAuctionQuery" is a "client-limit" or "server-limit",and how to break that limit.

    Waiting for your reply,thank you.
