TurboMGR unable to connect to TCP

I am unable to get TurboMGR to connect, after making sure that the setting in the xml was correct (changed to 1 instead of the default 0). I get this error when trying to run TurboMGR (after having completely closed everything), or when refreshing it via that arrow inside it's window. What am I doing, or have done, wrong?

That is with them all running. I should clarify. I can close all of them down, restart, etc, and nothing I do so far has made it work. I can't get TurboMGR to connect.

How will I do that? I've never had to fiddle with ports before (at all, not just to do with TurboHUD)

    netstat -ano | findstr 0.0.0.0:8081

You try this, looking for the 8081 port to be occupied
