Lets go through an example:
1. Seller Receives an IM from someone replying to his post of his
account on a wow account selling forum
2. They negotiate a deal and the buyer immediately asks for the seller's paypal
3. The seller is surprised at how fast the buyer wants his account and
gives him his paypal details.
4. The buyer sends the money and than requests all account details.
5. The seller gives the account details and believes the account has
been paid for in full.
6. 24-48 Hours later paypal holds the transaction funds because of a
chargeback issued by the card holder.
7. Seller loses money, has a dispute on his paypal account, and has no
world of warcraft account.

I used to do that. xD They just contact blizzard and they are getting their account back.

If your character has been transfered off the account and on to another account you can call blizzard and tell them what happened. They CAN reverse account transfers as well as server transfers.

So two months later they can still 'recall' ? What if you have no funds in your paypal account, do they take it out of your bank account automatically?

The *hacker* (what you will say over the phone) of your WoW account used his own paypal account to do the account and server transfer. You had not noticed this since you had up till recently just checked your account because you had quit the game. The *hacker* is actually the person who recalled their money from your paypal.

Paypal will hold the money they send automatically. They will place an investigation and if you cant prove that any shipping or tangible items took place they will automatically put your paypal account in negative balance and than you will have to pay paypal the difference. This is harder to negotiate with because instead of dealing with a person's lawyers you're dealing with a whole corporate companies lawyers and because of there User Policies you will easily lose the case.
