Why my 100 iv snorlax is weaker than lower cp snorlax?

In the left screen you can see the enemy snorlax doing an earthquake
On the right screen you can see my snorlax doing an earthquake
My snorlax has higher CP and, probably, higher IV (has 100 IV)
Why the enemy snorlax has stronger earthquake (bigger orange bar after the attack) ?
